We were part of the team that drove Mexico’s international opening in the 1990s, and have played key roles in recent major trade negotiations, including the USMCA, the CPTPP and the agreement between Mexico and the European Union.

Juan Carlos Baker
CEO and partner
Juan Carlos Baker is a founding partner at Ansley. He is also a former official with over two decades of professional trajectory in Mexico´s Federal Government, and a lecturer on trade and economics at the Universidad Panamericana in Mexico City. Prior to his current activities, he worked in the Mexican government, including most recently as Vice Minister for Foreign Trade. During his tenure as Vice minister, he played a leading role in trade and investment negotiations with North America (USMCA), Europe (EU-Mex FTA), and the CPTPP. He has edited and collaborated in several books regarding trade and regional economic integration and Latin America.

Roberto Zapata
Senior Partner
With over two decades of experience in Government, Roberto Zapata’s career has largely focused in the design, negotiation and implementation of trade and investment policies. Prior to joining Ansley, he served as Ambassador of Mexico to the World Trade Organization, where he chaired the Negotiating Group on Rules. His professional experience includes continuous participation in multiple fora, seminars, panel discussions and national and international conferences. He also served as Mexico’s Chief Negotiator for the Trans-Pacific Partnership Agreement, Mexico’s Senior Official for APEC, and Market Access negotiator in multiple FTAs. He has published several articles regarding international trade.

Eusebio Hidalgo
Partner
Eusebio Hidalgo worked in the public sector for over twenty years, specializing in industrial policy, foreign trade, public policies, regulatory improvement, and rules of operation. In Mexico’s Ministry of Economy, he worked as an Advisor and Private Secretary for the Undersecretary of Industry and Commerce; Advisor to the Minister of Economy, and Chief of Staff to the Undersecretary of Foreign Trade. He also worked in the Ministry of Finance and Public Credit and the Ministry of Agriculture, Livestock, Fisheries, and Food. At the State level, he worked as Chief of Staff of the Secretary of Rural Development for the government of the State of Puebla, where he was involved in designing the rules of operation for agricultural support programs.

Moisés Zavaleta

Moisés Zavaleta has almost three decades of experience in international trade negotiations in the Mexican Ministry of the Economy. During his career in the public sector, he has served as lead negotiator in market access for goods, including agriculture, textiles, rules of origin, customs procedures, technical barriers to trade, trade facilitation and safeguard measures, and has specialized in the administration and monitoring of commitments defined in international trade agreements. Mr. Zavaleta held several diplomatic positions in the Representative Office of the Ministry of Economy in the Mexican Embassy in Washington, D.C.

Guillermo Mendoza Bazán
Director for Risk and Political Analysis
Guillermo Mendoza Bazán is responsible for the analysis of the security policies and strategies with potential impact on the economic and trade dynamics. He is a former official in Mexico’s Federal Government specialized in Intelligence with more than 10 years of experience. His skills are extensive in Strategic Foresight, Risk Assessments, and Intelligence Gathering. He has collaborated in some books regarding Intelligence Studies, Security, US-Mexico Relations and Drugs Consumption. He regularly participates in international seminars on Security and International Relations.

Osvaldo Fourzan
Data and statistics Analyst
Osvaldo Fourzan has served in the Ministry of Economy in Mexico as Advisor to the Chief of Staff of the Undersecretary for Foreign Trade., He has broad practice in working under pressure with databases and datasets, and his experience was used in the generation, processing, and analysis of main statistical data to enable policy decisions in exercises such as the modernization of NAFTA, the Free Trade Agreement between Mexico and the European Union, and the CPTPP.

Karime Martínez Rodríguez
Customs and trade Analyst
Karime Martínez has experience analyzing documentary information and statistical databases to guide decision-making in foreign trade matters. She has worked on customs regulation issues, regulatory procedures, and investment attraction. In addition, she has participated in trade facilitation issues related to Single Windows. She has research skills and abilities for analyzing and interpreting trade and customs information.
